Disclosed are an electromagnetic release device for a submarine seismograph, and the submarine seismograph. The electromagnetic release device for a submarine seismograph comprises: an electromagnetic releaser fixed to the seismograph and comprising an iron core, one side of the iron core being provided with a copper coil, and the iron core being provided with a watertight joint configured to connect the copper coil to a seismograph controller; and an armature fixed to a seismometer module. The armature is matingly connected to the electromagnetic releaser. The submarine seismograph comprises the electromagnetic release device for a submarine seismograph.
