The cutting assembly (70) and sheath (50) are moveable relative to each other to cover and reveal the working end (74) such that the working end (74) has a retracted position and a working position. The working end (74) comprises a flexible knife (72) comprising a distal end, a proximal end, and an insulated portion (75). An insulated spear-shaped tip (71) is provided at the distal end of the flexible knife (72), the insulated spear-shaped tip (71) preventing cutting of a layer other than mucosal layer or a submucosal layer.
