Provided is a learning data generating device capable of generating various kinds of learning data with regard to respective power plant operating environments and providing same to a learning model of a system for predicting and diagnosing power plant malfunctions. The learning data generating device may generate at least one piece of learning data from past sensing data regarding a power plant, or may construct a virtual power plant and then perform a simulation, thereby generating at least one piece of learning data.
