Disclosed is a municipal sewage and rainwater combined treatment device. The treatment device is sequentially provided with a collection pipe network, a regulation tank, a septic tank, an A-B process treatment tank, a biological filtration and purification system, and a constructed wetland, wherein the biological filtration and purification system comprises a water inlet pipe and a water outlet pipe disposed on an outer side of the system, the system is divided into multiple independent purification areas, in which a first purification area is provided with a pebble and gravel matrix, a second purification area is provided with a zeolite and activated carbon matrix, a third purification area is provided with a polyester fiber cotton microbial matrix and a polyethylene hollow sphere microbial matrix, a fourth purification area is provided with a volcanic ash and Maifan stone matrix, and a fifth purification area is provided with a photoresponsive soil layer, with the photoresponsive soil layer being composed of black soil and titanium-bearing slag, and the fifth purification area being arranged at an upper layer of the system and receiving sunlight radiation or being irradiated with an ultraviolet lamp; and a bypass water inlet canal is provided between a constructed wetland system and the biological filtration and purification system, such that rainwater is introduced into the bypass water inlet canal, then enters a drop system, then enters the fifth purification area, and finally enters the constructed wetland for treatment.
