A combined treatment process for municipal sewage and rainwater, said process comprising: introducing, into a regulating tank, the municipal sewage after being collected by means of a collection pipe network; introducing the effluent from the regulating tank into a septic tank; introducing the effluent from the septic tank into an A-B method treatment tank; adding trace elements into an A tank; introducing the clear liquid in a B tank into an ecological filtration system for treatment, the ecological filtration system being divided into a plurality of independent purification regions, a first purification region being provided with a pebble and sandstone matrix, a second purification region being provided with a zeolite and activated carbon matrix, a third purification region being provided with a polyester fiber cotton microbial matrix and a polyethylene hollow sphere microbial matrix, a fourth purification region being provided with a volcanic ash and medical stone matrix, a fifth purification region being provided with a light-responsive soil layer consisting of black soil and titanium-containing slag, the fifth purification region being provided on the upper layer of the system and being exposed to sunlight or being provided with ultraviolet lamps for irradiation; and introducing the effluent into an artificial wetland for treatment. A bypass intake canal is provided between an artificial wetland system and the ecological filtration system. The rainwater enters the bypass intake canal, then enters a hydraulic drop system, next enters the fifth purification region, and finally enters the artificial wetland for treatment.
