A plant monitoring device 10 is for monitoring the operating status of a plant and comprises: a control program acquisition unit 11 that, on the basis of sensor data from sensors installed in a plant, acquires a control program for controlling the plant; a cause-effect relationship extraction unit 12 that extracts from the control program cause-effect relationships between each of a plurality of signals used in the plant; a cause-effect relationship identification unit 13 that identifies the current state of the plurality of signals, compares the identified state with the extracted cause-effect relationships, and identifies a cause-effect relationship matching the identified state; and a display unit 14 that displays the identified cause-effect relationship on a screen.
