The present invention comprises: a member terminal which generates authentication information according to the use of advertisement information, and when generating the authentication information, enables an information consumption fee based on a predetermined ratio to be given or received; an advertisement platform server which registers advertisement information included in an advertisement information registration request signal transmitted from the member terminal, sorts out, among the registered advertisement information, defective advertisement information and non-defective advertisement information by using a block chain, removes only the defective advertisement information and transmits only the non-defective advertisement information to the member terminal; a member management server which stores the advertisement information and the information of the member and generates an information consumption fee request signal so that an information consumption fee may be given to the member terminal; and a financial server which receives the information consumption fee request signal from the member management server and gives the information consumption fee to the member terminal.
