The present invention relates to an in situ desorption and regeneration system for an activated carbon adsorbent, characterized in comprising an activated carbon canister and a backup activated carbon canister, wherein the activated carbon canister and the backup activated carbon canister are connected with an organic waste gas conduit or a waste water pool; and the activated carbon canister and the backup activated carbon canister are connected with a reheater via an over-heated steam conduit, respectively, so as to introduce an over-heated steam into the activated carbon canister and the backup activated carbon canister, and the activated carbon canister and the backup activated carbon canister are also connected with an inlet end of a condensing device via a residue conduit, respectively. The invention can achieve the online in situ desorption and regeneration of an activated carbon adsorbent used in the adsorption of organic waste gases and adsorption of wastes in a water body, and has a good desorption and regeneration effect.
