An oxygen reduction electrode according to the present invention is provided with: a porous collector; a conductive adhesion layer which is arranged on one surface of the porous collector; a reaction layer which is arranged on a surface of the conductive adhesion layer, said surface being on the reverse side of the porous collector-side surface; and a water repellent layer which is arranged on a surface of the porous collector, said surface being on the reverse side of the conductive adhesion layer-side surface. This oxygen reduction electrode is configured such that: the porous collector is filled with at least a part of the conductive adhesion layer and a part of the water repellent layer; and the conductive adhesion layer and the water repellent layer are contained at a mass ratio of from 10:90 to 80:20.
