A dielectric elastomer actuator, having a multi-layer structure. The multi-layer structure comprises single elastomer layers and single electrode layers composited on upper and lower surfaces of the single elastomer layer, or multiple layers formed by alternately stacking single elastomer layers and single electrode layers. The thickness of the single electrode layer is 1 μm, and the thickness of the single elastomer layer is less than or equal to 5 μm. The thickness of the dielectric elastomer is reduced to the ultra-thin nanometer scale, and the effects of driving at low voltage and realizing large deformation, rapid response and high elastic recovery can be implemented by controlling the thicknesses of the electrode layer and the electrode layer of the dielectric elastomer actuator, and combining parameters such as appropriate modulus, sheet resistance, and relative dielectric constant and selection of materials.
