Said system includes an interior building enclosure, two-layer retaining plate, inner support, and several stress adjustment valves. The inner surface of said interior building enclosure is shored at both ends of said inner support respectively, to control the deformation of said interior building enclosure. Said two-layer retaining plate is arranged in parallel on the outer side of the interior building enclosure. Said stress adjustment valves are installed in between said interior building enclosure and said two-layer retaining plate. Said stress adjustment valves thrust the said two-layer retaining plate to control the displacement of the soil body on the outer side of said two-layer retaining plate. When the deformation of a deep and unstable stratum is effectively controlled, the inner support coordinates with stress adjustment valves, to maintain the original spatiality of the interior building enclosure to the greatest extent, and to ensure that excessive displacement does not occur in interior building enclosure due to counterreaction to the deformation of the unstable strata.
