The method includes: by using the density of each of a base knee plate, a web plate, a longitudinal keel and a transverse keel of a double-layer bottom in the base structure as an optimization design variable, and a minimum acceleration response amplitude of an evaluation point group at an output end as an objective function, optimizing topological opening of the base under the objective function of the minimum acceleration response amplitude; and by using the thicknesses of a base panel, the knee plate, the web plate, and an upper plate and a lower plate of the double-layer bottom as well as the longitudinal keel and the transverse keel in the base structure as optimization design variables, and the minimum acceleration response amplitude of the evaluation point group at the output end as the objective function, optimizing topological reinforcement of the base under the objective function of the minimum acceleration response amplitude.
