The method includes the following steps: first synthesizing a COF by a solid-phase method at room temperature; then mixing the COF with a transition metal salt, and conducting stirring and drying to obtain a precursor; and finally calcining the precursor under the protection of an inert gas by an in-situ pyrolysis method, to obtain a target product. According to the method in the present invention, a monatomic catalytic material with high catalytic active site dispersibility and high catalytic stability is successfully constructed.
