The assessment method sequentially comprises: collecting operation data under different load conditions based on a shore crane energy-saving operation method to establish a shore crane energy-saving operation energy-consumption analysis model, obtaining the shore crane energy-saving operation energy-consumption analysis model, substituting data acquired in real time in the loading and unloading process performed by a shore crane driver into the energy-saving operation energy-consumption analysis model to obtain real-time energy consumption Ei' , and finally, the shore crane energy consumption Ei' acquired in real time is compared with a threshold set according to Ei.
