Provided are a position detecting device and the like capable of contributing to accurate detection of the position of an object of detection. This position detecting device is provided with: a map information creating unit which creates map information representing a position in a space including a floor surface on which it is possible that at least one object of detection is disposed; a mask information creating unit which creates mask information by extracting from the map information a region in a prescribed height range, within a height range from the floor surface when the object of detection is disposed in the space; an identifying unit which identifies partial optical image information by removing a region corresponding to the mask information from optical image information; and a detecting unit which identifies a positional relationship between the map information and the partial optical image information, on a pixel level, and detects the position of the object of detection in the map information on the basis of the identified positional relationship.
