The present invention relates to a rebar having yield strength of 700-MPa class and excellent tensile-to-yield strength and uniform elongation, and a method for manufacturing same and, more specifically, to a rebar having yield strength of 700-MPa class and excellent tensile-to-yield strength and uniform elongation, the core part of which is composed of structures including bainite and ferrite, the bainite accounting for 20-80 % by volume, and a method for manufacturing same.
