Provided is a solar heat pump heating and cooling system having a hollow fiber membrane filter dehumidification device, the system providing a dehumidification air-conditioning system using a hollow fiber membrane, and comprising: an air conditioner for allowing air supplied to a case to flow into a room through mixing, filtering, cooling and dehumidifying, heating and humidifying processes; a freezer for compressing, condensing, expanding and evaporating a refrigerant and using same for the cooling and dehumidifying of the air flowing into the case, and then repeating the process; a heat collection device for heating heat transfer fluid to a high temperature by using solar heat; a heat storage tank in which a first heat exchanger is provided, and which is connected to the heat collection device by means of a pipe so as to make, into hot water, the water circulating therein by means of heat exchange between the heat transfer fluid heated to a high temperature and the water; a hollow fiber membrane filter module comprising a plurality of hollow fiber membrane members so as to reduce the absolute humidity of mixed air; and a cyclone filter for filtering the mixed air. According to the heating and cooling system, a system subdivided on the basis of demonstrations in consideration of domestic and foreign environments and a building interior environment can be constructed on the basis of the optimization of the heating and cooling system using the hollow fiber membrane filter dehumidification device, and element technologies of a high-efficiency building such as a green building and a zero energy house can be applied.
