Provided are a GPS coordinates-based target overall planning method and a camera. Said method comprises: acquiring the GPS coordinates of each tracking target (S101); with regard to each pre-divided region, on the basis of the acquired GPS coordinates of each tracking target, calculating the number of tracking targets located within the region (S102); and generating, according to the number of tracking targets in each region, a heat map of the tracking targets (S103). Hence, in the present method, a device generates a hot map on the basis of the GPS coordinates of tracking targets, and the hot map can exhibit the number of tracking targets in each region, achieving the overall planning of the tracking targets.
