Disclosed are an electrothermal film floor heating system and an electrothermal film floor heating monitoring system and method, solving the problem that existing electrothermal film floor heating systems cannot be used normally due to misoperation of the leakage protector which is easily caused by the situation that the leakage current generated by distributed capacitance exceeds a certain value when the electrothermal film floor heating system operates. The electrothermal film floor heating system comprises, in sequence from bottom to top, a cement layer (21), a grounded shielding film layer (22), an insulating layer (23), an electrothermal film layer (25), an insulated thermal shielding reflection film layer (26), and a neutral line film layer (24) arranged between the insulating layer (23) and the electrothermal film layer (25); the neutral line film layer (24) being used for receiving leakage current generated by distributed capacitance formed between the electrothermal film layer (25) and the neutral line film layer (24).
