A metering device and method for measuring a mass flow rate of gas, liquid, and solid in a multi-phase flow by means of a whole cross-section. The metering device comprises a gamma ray source (1), a gamma ray detector (2), and a differential pressure flowmeter (3). The differential pressure flowmeter (3) has a throat portion section (31). The gamma ray source (1) and the gamma ray detector (2) are respectively mounted in opposite positions on two sides of the throat portion section (31). The gamma ray detector (2) is an array formed from multiple detectors. Gamma rays emitted by the gamma ray source (1) cover a measurement cross-section in which the throat portion section (31) is located. All of gamma rays passing through the cross-section can be received by the gamma ray detector (2). The device performs whole cross-sectional measurement on a fluid spatially, and properly handles the phenomenon of spatial non-uniformity of the fluid, such that measured data is more accurate than data measured in a case in which only part of gamma rays pass through a cross-section (sampling measurement), thereby solving a typical problem that non-uniform spatial distribution of an industrial multi-phase fluid poses to cross-sectional phase fraction measurement.
