The objective of the present invention is to provide an earthquake predicting method which can be implemented at low cost by employing data that can be acquired using existing equipment.　An earthquake predicting device (10) employs observed data acquired by means of an earthquake observation network, and is provided with: a screening unit (15) for screening second observation data, which are most recent observation data at a plurality of locations, using first observation data, which are observation data at the plurality of locations, from among observation data obtained when an earthquake occurred in the past, traced back a prescribed length of time in the past from the earthquake occurrence; and a predicted result calculating unit (16) for calculating at least one predicted result from among an earthquake occurrence time, an earthquake occurrence location, and an earthquake magnitude, using the results of the screening.
