The embodiment of the present invention provides a method and device for capability report and key negotiation, a terminal, a communication device and a system. The terminal sends anti-fake base station capability indication information to the communication device, and the capability indication information can indicate to the communication device the anti-fake base station capability of the terminal. The communication device, after obtaining the anti-fake base station capability indication information sent by the terminal, can determine the anti-fake base station capability of the terminal, perform authentication and key negotiation process matching the anti-fake base station capability of the terminal and the anti-fake base station capability of a target base station, thereby negotiating an anti-fake base station key matching the anti-fake base station capability of the terminal and the target base station for fake base station detection during communication therebetween, reducing the risk of network attack by fake base stations, improving the communication safety between the terminal and the base station, and enhancing user experience.
