A water and fertilizer integrated irrigation system for garlic (25), and a control method. According to the irrigation system, by using a biodegradable mulch (23), at an early growing stage of garlic (25), the requirements for temperature increase and moisture preservation before the period of seedling establishment of the garlic (25) are met, and after the biodegradable mulch (23) is degraded, the requirement for supply of a large amount of water and fertilizer at a middle and later growing stage of the garlic (25) is met through spray irrigation. In terms of control, different growing stages of the garlic (25) are represented by a mean value of an accumulated atmospheric temperature and an accumulated soil temperature, and a fertilization formula and a fertilization amount are dynamically designed according to a law of absorption of different mineral nutrients at the different growing stages of the garlic (25).
