A hotspot calculation device (10) detects, on the basis of trajectory data for a plurality of ships belonging to a predetermined area, evading navigations, which are actions indicating the possibility that each ship has avoided a collision with another ship, in at least two ships. The hotspot calculation device (10) calculates an evaluation value indicating a possibility that the evading navigation by one of the two ships has been implemented under the influence of the evading navigation by the other ship. The hotspot calculation device (10) can more appropriately recognize the hotspot that matches the onsite feeling, by calculating the collision risk in the area where a plurality of evading navigations are crowded, on the basis of the calculated evaluation value.
