Disclosed in the present application are a method and an apparatus for optimization for use in merge with motion vector difference technology, and an encoder-decoder, the method comprising: determining a maximum quantity for a candidate motion vector list; on the basis of the maximum quantity, determining whether to allow MMVD processing to be used in an encoding/decoding process of a video processing unit, the video processing unit comprising a plurality of CUs; and on the basis of a determination result, performing encoding or decoding processing on the plurality of CUs in the video processing unit. The embodiments of the present application are able to reduce the complexity of encoding and decoding, and improve the efficiency of encoding and decoding.
