This communication management device is disposed in an aircraft that communicates with a base station management device for managing multiple base stations, and is provided with: a first communication unit which transmits/receives flight information of the aircraft or a signal for controlling the body of the aircraft to/from the base station management device; a second communication unit which, acting as a base station, provides communication between a plurality of wireless terminals; an acquisition unit which acquires anomaly information that indicates occurrence of an anomaly either in the first communication unit or in the flight condition of the aircraft; and an anomaly reporting unit which, in the case when anomaly information has been acquired by the acquisition unit, transmits the anomaly information to the base station management device via the second communication unit.
