An inorganic light-emitting diode display substrate and display device, and a drive method and a manufacturing method for the inorganic light-emitting diode display substrate. The inorganic light-emitting diode display substrate comprises: a base substrate (101); a drive circuit layer provided on the base substrate (101), and comprising a drive thin-film transistor (T), a first liner (1111) and a second liner (1112), a source or drain (1091) of the drive thin-film transistor (T) being connected to the first liner (1111); an inorganic light-emitting diode (20) provided on the drive circuit layer, and comprising an anode (21) electrically connected to the first liner (1111) and a cathode (22) electrically connected to the second liner (1112); and a touch drive electrode (30) multiplexed with a first signal line in the drive circuit layer.
