The present invention relates to a measurement apparatus for measuring pollutants such as fine dust included in the air and a method thereof. According to the present invention, to solve issues of fine dust measurement apparatuses and methods of conventional technology in which the measurement of fine dust is possible only on land whereas measurement on the sea where actual pollutants are adjacent is not accurate, the present invention comprises: a propeller installed in the lower part of a buoy to enable movement on the sea; an induction pump installed in the upper part to induct air while moving; various measurement sensors for pollutant measurement such as a fine dust sensor for measuring fine dust from the inducted air; a solar panel for power supply; a GPS for location recognition; a camera and a collision recognition sensor for identifying neighboring circumstances and avoiding a collision; and a communication unit for communication with the outside or remote control. Therefore, the measurement apparatus is capable of measuring air pollutants such as fine dust while autonomously driving along a pre-inputted route on the sea.
