The present invention relates to a cushion mat having a cooling and warming structure, which can be used for cooling and warming. According to the present invention, the cushion mat comprises a mat cover (10), a cushion member (20), and a wind shielding unit (30). A first side unit of the mat cover (10) is a natural ventilation member (11), and a second side unit on the opposite side of the first side unit is a non-ventilation member (12). So, the mat cover (10) has a shape of a pocket facing both sides. The cushion member (20) is accommodated in the mat cover (10), and a surface layer of at least one side unit coming into contact with the mat cover (10) has a pattern (21) for air flow.
