The present invention relates to a concrete structure crack displacement measurement apparatus and a method thereof to measure a minute crack width created in a wall, a floor, or a ceiling structure of a building or a change of the crack width. The concrete structure crack displacement measurement apparatus comprises: a main plate including a measurement needle center shaft; a movable plate forming a set with the main plate and including a guide unit installed to be adjacent to different sides by a crack portion of a concrete structure as a boundary; a measurement needle which couples a shaft hole to the measurement needle center shaft of the main plate, includes an action unit coupled to the guide unit of the movable plate, and has a long indication unit on the opposite side of the action unit with respect to the shaft hole; a scale plate forming measurement gradations in an arc shape around the measurement needle center shaft of the main plate; a lock bolt to fix and couple the main plate and the movable plate to the concrete structure; and a scale plate fixing means to match a reference point of the measurement gradations of the scale plate and the indication unit of the measurement needle to fix and couple the scale plate to the main plate. A plate installation step, a scale plate coupling step, a measurement needle coupling step, and a scale plate fixing step are performed to read the displacement of the indication unit of the measurement needle changing along the measurement gradations of the scale plate with naked eyes to measure the crack displacement of the concrete structure.
