The present invention relates to a paint remover and a paint removal method using the same. More specifically, the paint remover includes, as raw materials, a composition comprising 0.5 to 2.5 wt% of paraffin wax, 0.5 to 2.5 wt% of octylphenoxypoly(ethoxyethanol) (ethoxylated octyl phenol), 2.0 to 4.0 wt% of solvent-refined heavy paraffinic petroleum distillates, 7.0 to 10.5 wt% of methanol, 80.0 to 88.0 wt% of chloromethane, 0.5 to 1.5 wt% of anhydrous ammonia, and 1.0 to 2.0 wt% of methyl cellulose. The paint removal method using the paint remover comprises: a preparation step (1) of preparing the paint remover in a sealed state; a painting step (2) of allowing a brush or a roller to paint 0.17 liter as a minimum amount to 0.34 liter as a maximum amount of the paint remover per one square meter of a coating film area on a paint coating film to be removed; a waiting step (3) of waiting 5 to 10 minutes until the paint coating film rises; a separation step (4) of scraping the paint coating film which has been risen by using a scraper or a spatula to separate the paint coating film from the paint surface; and a cleaning step (5) of washing or cleaning the scraped surface. The composition which forms the paint remover can efficiently increase the workability of an operator by having strong solubility and using an additive as a main raw material, thereby effectively stripping off the coating film.
