According to the present invention, the soil-inhabiting vermin attracting agent not only has an effect of controlling nematodes in soil, but also has effects of attracting various vermin and larvae damaging to the roots to enable capture of the various vermin and larvae and allowing the efficacy of chemicals to be sustained for a long time while having insecticidal and fertilizer functions, by mixing the solid attracting agent and the liquid attracting agent preferred by soil-inhabiting vermin such as cutworm, cicada larva, mole cricket, slug, etc., and fermenting the mixture so as to use feeding characteristics of the soil-inhabiting vermin, forming the fermented material into a predetermined sized material, and scattering the formed material. Therefore, the soil-inhabiting vermin attracting agent prepared by the preparation method according to the present invention can be conveniently used for multiple purposes by being scattered along with compost, fertilizers or the like in a farm, and enabling vermin to be controlled with an attraction trap. Accordingly, the soil-inhabiting vermin attracting agent can significantly reduce damages to crops due to the soil-inhabiting vermin.
