The present invention relates to a use of regulation in shade avoidance response using interaction between TCP13 and a phytochrome-interacting factor 7 (PIF7) promoter. Expression regulation of PIF7 by the TCP13 is generated by coupling the PIF7 promoter to a TCP binding site (TBS) portion. According to the present invention, inventors of the present invention declare that TBS2 by mutagenesis is important between two potential TBSs by a luciferase assay. Moreover, it is proven that the PIF7 promoter is bonded only to the TBS2 by an electrophoretic mobility shift assay (EMSA). Moreover, it is confirmed that the TCP13 is bonded to the TBS2 site of the PIF7 to promote the expression of the PIF7, which is a main effector of the shade avoidance response. Accordingly, to develop a crop with reduced shade avoidance response, the present invention can be used for developing a crop regulated to prevent the PIF7 expression by the TCP13 (by genome editing and the like) without inhibiting expression of the TCP13.
