The present invention relates to a semi-elastic modified asphalt concrete composition composed of: 5-35 parts by weight of styrene-isoprene-styrene (SIS); 5-35 parts by weight of petroleum resin adding hydrogen; 500-2,000 parts by weight of an aggregate; 30-150 parts by weight of micropowder aggregate; 0.5-25 parts by weight of an ethylene-propylene copolymer; 0.1-2 parts by weight of sodium benzoate; and 0.1-2 parts by weight of cellulosic fibers with respect to 100 parts by weight of asphalt, and also relates to a waterproof integrated bridge surface crack unit repairing method using the composition. Therefore, the semi-elastic modified asphalt concrete composition using hydrogen-added petroleum resin and SIS can have excellent waterproofing properties by having high cohesion and high bonding force, have excellent durability, avoid easy plastic deformation, aging, and/or delamination, prevent infiltrating water and a port hole, prevent salt damage and neutralization, improve viscoelasticity and elasticity, and repair a crack part on a bridge surface in an integrated way without any additional waterproof treatment.
