The present invention relates to a complex insulation waterproofing method using a PVC sheet. More specifically, the complex insulation waterproofing method includes a scratching step, an adhesive applying step, an adhesive impregnation step, a sheet arranging step, a nonwoven fabric facing step, a first urethane applying step, a second urethane applying step. Therefore, the complex insulation waterproofing method improves insulation performance by forming a nonwoven fabric in the lower part of the PVC sheet and improves a binding force of the PVC sheet, a junction, and a membrane waterproof layer. The complex insulation waterproofing method using the PVC sheet forms the integrated and even membrane waterproof layer.
