Disclosed is a method for manufacturing a membrane-electrode assembly, capable of improving interfacial binding between a polymer electrolyte membrane and a catalyst layer, enhancing mass transfer and performance, and increasing hydrogen permeation resistance or oxygen permeability. In addition, disclosed are a membrane-electrode assembly manufactured by using the same and a fuel cell including the membrane-electrode assembly. The manufacturing method of the present invention comprises the following steps: adding a catalyst and a first ionomer to a solvent and dispersing the same to prepare a dispersion mixture; adding a second ionomer to the dispersion mixture to prepare a coating composition; and directly coating the coating composition on at least one side of the polymer electrolyte membrane.
