The present invention relates to a method of manufacturing recycled hard metal powder from a hard metal scrap. According to the present invention, the method manufactures spherical hard metal powder by ball milling and drying the same, manufactures component powder A by vacuum sintering the dried spherical hard metal powder, and then, mixes the component powder A with iron (Fe) powder as component powder B. Moreover, a mixing ratio of the component powder A and B is adjusted to adjust wear resistance or hardness of a coating layer of a base material, and phosphorus (P) or carbon (C) powder is added to lower a melting point of a metal coupling phase and improve flowability.
