The present invention relates to a uniformly conductive bipolar plate manufacturing method. According to the present invention, the uniformly conductive bipolar plate manufacturing method comprises the following steps: a first step of supplying carbon fibers to a needle punching machine in one direction; a second step of needle-punching the carbon fibers with the needle punching machine, breaking a focusing layer formed on an outer circumferential surface of the carbon fibers, and scattering the carbon fiber filaments constituting the carbon fibers, so as to form a conductive resin infiltrating space; a third step of allowing the conductive resin to infiltrate into the conductive resin infiltrating space; a fourth step of curing the conductive resin; and a fifth step of cutting the conductive resin-cured carbon fiber filaments into a predetermined size.
