Provided by the present invention are a system for removing odorous substances and hydrogen sulfide in water using a non-electrode field ferrate generator, and a controlling method thereof. The present invention uses a field ferrate generator of a non-electrode method which does not require an electrode. Accordingly, the present invention: removes odorous substances caused by an algal bloom frequently generated in a water supply source due to climate changes and increased nutritive salts; is able to simultaneously remove hydrogen sulfide which is a representative malodorous substance generated after an anaerobic digester of a wastewater treatment plant; is able to reduce drug consumption and power consumption by controlling a ferrate injection by a reaction model; is able to remove a target substance at a desired level while preventing a wrong injection of chemicals by controlling hydrogen sulfide and odorous substances of an olefin structure generating bad smell in water with a model prediction control; does not require frequent component replacement due to a rapid clogging phenomenon in a cation exchange membrane by conventional technology; and is able to remove a target substance easily compared to the conventional technology. The present invention includes an inflow raw water storage tank (110), a field ferrate generator (200), a reactor (160), a ferrate residual densitometer (170), and a process management module (180).
