The present invention relates to an artificial intelligence voice terminal apparatus and a voice service system for preventing multiple-triggering. The artificial intelligence voice terminal apparatus according to an embodiment of the present invention comprises: a microphone converting the voice of user into a voice signal; a trigger detection part detecting trigger voice from the voice signal and generating a trigger signal; a control part measuring energy for the trigger voice when the trigger signal is generated in a first mode, controlling an energy measurement value to be sent to a repeater, switching the first mode to a second mode when a trigger execution control signal is received from the repeater, and maintaining the first mode when the trigger non-execution control signal is received from the repeater; and a communication part transmitting command voice detected in the second mode to a server through the repeater.
