The present invention relates to an operation monitoring control device capable of preventing a failure and extending a life span through effective monitoring and feedback control of hydraulic pressure and pneumatic pressure of a press including a wet clutch brake, and a press apparatus comprising the same. The monitoring control device of the present invention comprises: a clutch hydraulic sensing unit; a hydraulic shock absorbing unit; a cooling oil sensing unit; a line filter assembly; and a hydraulic line pressure holding unit. Therefore, it is possible to adjust the hydraulic pressure and a cooling flow rate in an appropriate range and to maintain pressure of a hydraulic line constant, and it is possible to replace a filter without stopping a system.
