The present invention relates to a blockchain system for recording and storing seed information of crop cultivar, and an IoT-hub system for checking the germination of seeds for raising of seedling based on a thermal time model. A seed manual ″cultivar information″ and ″variables for the germination of seeds for raising of seedling″ is used as seed information of crop cultivar. The blockchain system performs recording and storing on ″a blockchain data network server (hereinafter referred to as B-DNS) and is installed and operated in a nursery within a region (or country) suitable for growing crops. A thermal time model seed germination rate is calculated, and a time series flow chart is output as a means of seedling raising seed germination confirmation, with analysis data (bed soil temperature, bed soil humidity, light intensity) before and after seed sowing collected and measured from the IoT-hub system ″seedling raising seed germination confirmation IoT-hub system″ ([100] in [FIG. 1]) and IoT sensor devices therearound.
