Provided by the present invention is a graphic haptic electronic board for transmitting visual information to visually impaired persons as tactile information. The haptic electronic board: receives general visual information through a computer and an UART communication depending on a set control command transmission protocol or receives data to be converted into tactile information including contour information from which the noise of the image is removed; and provides visually impaired persons with the general visual information or visual information including the contour information, from which the noise of the image is removed, as tactile information by making pins of a plurality of tiny ultrasonic linear actuators (TULA) protrude, which are aligned in multiple arrays, respectively, by control commands. According to the present invention, users can make conversation without being disturbed by a sound signal.
