The present invention relates to a method for manufacturing mesoporous silica foam by using fly ash from a thermoelectric power plant and a carbon dioxide adsorbent or a rare earth metal ion collecting agent containing silica foam manufactured by the same. The manufacturing method uses inorganic acids, thereby being able to manufacture mesoporous silica foam having remarkably excellent surface area, diameter, and volume of pores. In addition, it is possible to manufacture the carbon dioxide adsorbent having an excellent adsorption rate or the rare earth metal ion collecting agent having an excellent recovery rate by using mesoporous silica foam.
