The present invention relates to a system and a method for creating a job through a shift pattern by collective intelligence collection. The system of the present invention comprises: an operating computer for optimizing job creation for a 4-group and 2-shift pattern of a company; a collective intelligence collection system for collecting collective intelligence for opinion collection items such as 4-group and 2-shift pattern introduction and a job creation expanding rate by a request of the operating computer, and including a numerical value to a final collected opinion to provide the same for the operating computer; and a numerical value determining system for re-evaluating and optimizing irrational costs such as an excessive wage level compared to a competitor of the company by the request of the operating computer. The operating computer distributes manpower by operating the same in a two-shift in a time except for a minimum time required for sleep of a human among a day, 24 hours or distributes manpower to week days (from Monday to Thursday) and weekend (Friday to Sunday) with respect to 4-group 2-shift pattern introduction of a company. A daily operation time of the company is increased by 1.5 to 2 times of the existing shift pattern, thereby simultaneously increasing job creation and improving productivity of the company.;COPYRIGHT KIPO 2020
