The present invention relates to an apparatus and a method for reducing white smoke generated in a cooling tower of a steam power plant such as nuclear power, combined cycle power, and coal-fired power, wherein white smoke is reduced through heat exchange in the cooling tower by using steam discharged from a steam turbine of the steam power plant. Accordingly, white smoke is reduced without additional fuel consumption, thereby reducing aversion or discomfort, and environmental pollution caused by the fuel consumption.
