The present invention relates to a controlled-release coated fertilizer including a photodegradable capsule containing polyalkylene glycols (having 1 to 3 carbon atoms) in which 2 or more of unsaturated carboxylic acids having 10 to 25 carbon atoms or derivatives thereof are introduced as an additive. More particularly, the present invention relates to: a controlled-release coated fertilizer in the form of fertilizer contained in a photodegradable capsule including a photocatalyst and polyalkylene glycols (having 1 to 3 carbon atoms) in which 2 or more of unsaturated carboxylic acids having 10 to 25 carbon atoms or derivatives thereof are introduced, wherein the photocatalyst is dispersed to solve the problem of residual capsules after release, so that photolysis efficiency of the photocatalyst can be increased; and a manufacturing method thereof.
