According to the present invention, disclosed are a system for automatically recognizing and processing a penalty notice and a method thereof. The system may conveniently request reissuance of penalty without spending excessive labor costs by scanning a penalty notice issued to an owner of a device (including a vehicle) to convert the scanned penalty notice into a penalty notice image, performing character recognition in the converted penalty notice image to identify the device (vehicle) to which the penalty notice is issued, checking a user, who rented the device (vehicle), and providing user information to an agency issuing a penalty notice and requesting reissuance of a penalty notice.;COPYRIGHT KIPO 2020
