Disclosed is a formation apparatus capable of integrating pressure short circuit testing and activation processes. According to an embodiment of the present invention, the formation apparatus comprises: compression plates arranged with a predetermined separation distance therebetween to insert secondary battery cells at least one by one, and moved in a ±X axis direction such that the separation distance is adjusted; pressure short circuit testing assemblies mounted on the compression plates, respectively, to be moved in a ±Y axis direction, and during a pressure short circuit testing process, configured to press a predetermined portion of a body of the secondary battery cells and to be in contact with an electrode lead portion of the secondary battery cells to be able to apply a test voltage; and charging/discharging gripper units configured to be able to ascend or descend in a ±Z axis direction in a space between the compression plates and connected to the electrode lead portion of the secondary battery cells during an activation process.
