The present invention relates to a sleep pad for biometric recognition and electrical stimulation, and a manufacturing method thereof, and more specifically, to a sleep pad for biometric recognition and electrical stimulation, and a manufacturing method thereof, wherein positive electric wires and negative electric wires are formed at regular intervals to be exposed alternately on a surface of a textile fabric or a leather fabric. According to an embodiment of the present invention, the sleep pad for biometric recognition and electrical stimulation is configured such that positive electric wires and negative electric wires are formed at regular intervals to be exposed alternately on a surface of a textile fabric or a leather fabric, and comprises: electric wires capable of supplying DC power, wherein positive electric wires are electrically connected with each other and negative electric wires are electrically connected with each other; a ground circuit unit connected to a ground wire to remove static electricity through electric wires brought into contact with the body of a user when the user is at the top; and a controller including a control device controlling an operation of the ground circuit unit.
